The city was crowded, like always. Just as in all times, a magnitude of crowds was walking around, talking, chatting. Though nowadays, only very few of these crowds had Pokémon with them - and every single one of those groups was wearing a special sign on their clothing, and every normal person evaded them... the agents of Team Rocket, the rulers of this era.
Alone in the shadows of the big radio station, one lone figure stood. In the darkness of this shadow, it was somehow hard to spot the dark clothed girl with the blood red R on her chest... a normal person would've thought she was only a normal Rocket Agent on patrol duty slacking off. But no, she was much more.
This blonde girl was one of the Executives of Team Rocket, the strongest trainers under direct command of Giovanni, the man whose name instilled fear and respect in nearly every heart. They mainly did what they wanted to do, unless Giovanni gave them a direct command.
This time, the girl was actually working on her own accord. To recruit a certain person into Team Rocket, actually. Quite some time ago, he signed a contract in order to train Pokémon in this world ruled by dictatorship - under the condition of joining the Team, never to be able to leave again. It wasn't like he had a choice, actually.

Normally, this type of work would've been done by a lower member of the Team, but Rachel did take a certain interest in the file-logs about the boy. He seemed interesting, maybe interesting enough to take him under her special care. With her influence within Team Rocket, anyone could climb ranks fast and skillfull - if Rachel did not get fed up with them and got rid of them. How much more till he would appear? Using her cellphone, she had contacted him three days ago and told him to come here today.

Neil Tennant is a seventeen year old boy who stands to be five foot ten had long green hair and has emerald green eyes he was wearing a black under shirt with a white shirt on top he had his three gold square bracelets on his right arm while his poketech was on his left arm and he was wearing his lucky hat along with his lucky necklace. but the thing that mostly stood out about him was the Pokemon that was following him his duskull now sure he wouldn't stand out if it were seven years ago before Team Rocket took over and banned Pokemon training but since this wasn't the past but the present it made him stand out, He had no crimson R on him at all signifying he was a member of team rocket but they also assumed that he wasn't one of team exodus' members so it was safer to assume that he was someone important that had the license to have the pokemon.

Everyone who assumed that would be partially wrong he wasn't and isn't anyone important but he does have the license to have a pokemon so most team rocket members would stop him and see if he had a license but once they found out they would just let him go Neil didn't blame them for stopping him since he knew what was up and knew they were just doing their job. So he started to look in allies for the girl that wanted to meet with him took him half an hour to find her in the right ally and when he found her he walked towards her "Are you the girl that wanted to talk to me about team rocket?" he waited for her to answer so while he waited he just examined her not to see if she was hot or anything but for him to get a clear picture of who she was. All he could tell from her posture is that she might be some higher up from Team Rocket so in other words he would have to wait for her to answer him.

As our young Hero approaches the strangely dressed girl, an aura of danger begins to surround him... what dark secrets are held within this cute- Hey, how did you... NO, PLEASE NOT THE- *gunshot*

Slowly, the crimson red eyes started to fixate the ones of Neil. This emerald green spoke of an inner strength... a strength she could use for herself, once she got him as her personal agent, that was. As an executive, she always needed those with exceptional talent under her, in oder to undermine other executives to remain in power, since they did the same to her. Team Rocket maybe ruled the world and kept peace, but struggles within the organization are hard to prevent - and Giovanni didn't help with that, either.
"You are correct. Ghost." Upon her call, the Pokéball on her belt opened. A Ghastly manifested, but instead of the normal violet mist, it was surrounded by blue mist. Slowly, it drifted nearer towards the trainer, and floated around him a bit.
At first, he wouldn't know why she called her Pokémon out - till it began to speak in his mind. It simply took over the talking for her, with a whispering inside of his head.
"My master thinks you are interesting, child... You got yourself a license to train Pokémon with the condition to join us once we wanted to, remember?" The voice was only heard in the head, not spoken out loud. Even his own Pokémon wouldn't know. "Well, well... my master is an Executive, you know? And here is the deal... you join Team Rocket here and now, and work for the peace and justice of our world, directly under my master, Rachel Savertin. She's quite influencial, you know? Under her, you will be someone respected, someone impotant... isn't that what you young guys always want, hm? Neil Tennant, this is a chance of your lifetime... swear loyalty to Rachel Savertin here and now." For a skilled hearer, it would be easy to notice the fine line between the lines easily.
Neil was not supposed to swear loyalty to Team Rocket here, but to Rachel, in order to bind him completely to the Executive.

Neil was kinda surprised that Rachel's ghastly had blue smoke and wasn't really surprised that the ghastly could talk to him in his mind since he has read that some ghost and psychic pokemon could enter your mind to talk to you via telepathy so he waited till the ghastly finished talking so he could respond in his mind since he assumed she had her ghastly talk to him there so no one could hear their conversation "Why should I swear my loyalty to Rachel when my license isn't up until next year? What will I get besides being respected and important?" Neil wasn't a dumb guy he knew how to hide somethings he was thinking from the ghastly so behind the 'Locked Doors' in his mind he had already agreed to Join team rocket now but he just wasn't sure about him swearing his loyalty to this girl but if he would swear it now he also wanted to know what he would get out of it besides respect don't get me wrong respect is very important to Neil but he wanted something else besides it, What he really wanted was to at least reopen up his family gym and turn it into a training ground for Team Rocket Members who aren't confident in their pokemon so the gym and if he were to swear loyalty he would 'milk the cow' all the way and get what he wanted from Team Rocket.
