Despite being Fantina the Gym Leader of Hearthome City's Brother , Neil is not very boastful of this; he believes that one's reputation must come from their own actions, not their birthrights. He is seen as cool and calm, and able to process any information he may receive, no matter how shocking or disappointing it may be. Neil often appears aloof and indifferent, and rarely shows any emotions other than slight annoyance or dissatisfaction. He thinks highly of himself and is cruel to others, though he is protective of his Pokémon. He cares little for others, and thinks that other Pokémon, while at times amusing, are ultimately expendable. He desires to become stronger even at the expense of others. He believes that struggle is the only way for survival.Appearance:
Neil is willing to do whatever it takes to accomplish his goal, even if it means lying to his followers and using people as bait for the outcome he desires. However, he has trouble putting those he is close to in harm’s way for the sake of his goal, which is considered a weakness He views equality and justice as an evil that must be dispelled and encourages social battle to maintain evolution within society. At a very early age, it is clear that Neil displayed a desire to be different and set apart from others.

When Destiny Bond is used, if the user faints as the direct result of an attack, the Pokémon that landed the knockout hit also faints. A Pokémon defeated by this move will faint before the Pokémon which used Destiny Bond. This move's effect only works if the user faints before making another move. If it faints later than that (unless it used this move again), this move's effect will not happen. Destiny Bond does not activate for damage that occurs at the end of the turn, including damage from Leech Seed and Future Sight. In a double battle, both opponents are targeted, but only the one that knocks the user out is affected. In a double battle, if the partner Pokémon causes the Pokémon using Destiny Bond to faint, the partner Pokémon will not be affected.
Shadow Sneak:
Shadow Sneak inflicts damage, and is an increased priority move. If the target does not use an increased priority move during the round that it is used, Shadow Sneak will go first regardless of the user's or target's speed. If the target also uses a move with an increased priority of +1 during the same round that the user uses Shadow Sneak, the attack order of the users will be determined normally. If the user is put to sleep or frozen during the round that Shadow Sneak is (or attempts to be) used, Shadow Sneak's increased speed priority will not be reset. Subsequently, it will only be reset on the turn after the user wakes up or is defrosted, or if the user switches out.
Future Sight:
On the turn Future Sight is selected, this attack will do nothing other than say that the user has foreseen an attack. Two turns later, Future Sight will do damage against the target, using the Special Attack stat of the user and Special Defense stat of the target at the time of use (not at the time the attack actually hits; if the target is switched out, the attack will hit its replacement). Although Future Sight is a Psychic-type attack, it will not take type into account, ignoring weaknesses, immunities and resistances. Therefore, it is able to hit Dark-type foes and does not receive STAB. Furthermore, Future Sight cannot cause a critical hit and its damage is not increased by Life Orb.
Future Sight can hit through Wonder Guard, Protect, and Detect. However, Protect or Detect will stop Future Sight if used on the turn Future Sight is first used. It can knock out a target that used Endure, but not one wearing a Focus Sash that has full HP.
Future Sight cannot be used on a target multiple times; it must complete before it may be used on a target again. Doom Desire and Future Sight cannot be stacked.
When Future Sight misses, the miss will not occur until the third turn, and it will say "it failed".
Ominous Wind:
Ominous Wind inflicts damage and has a 10% chance of raising all of the user's stats by one stage.

Levitate causes the user to be unaffected by Ground-type moves and Arena Trap. Despite the fact that the move Magnet Rise claims it changes the Pokémon's ability to Levitate, this is not true — it merely renders the Pokémon immune to Ground attacks while still keeping its normal ability for five turns.
Outside of battle
Levitate has no effect outside of battle.
Neil Tennant was born and raised in a small town known as Solaceon Town and is the brother of the ex-gym leader of Hearthome City Fantina. When Neil was 10 years old he was introduced to the world of being a gym leader his sister and father wanted him to take the family mental and be the next gym leader of Hearthome City so he had entered a "Gym Leader in-training Camp" that would help the future gym leaders to become the best gym leaders. though that all changed 5 years later when the camp ended and he was now 15 years old and when he was going to take over the gym team rocket ended up taking over the world and banned pokemon training, so he lost the pokemon he had captured in the camp and he also lost his rights to become a gym leader, so for two years he stayed with no pokemon and no pokemon training until he was fed up with it so he went to the team rocket head quarters and talked to them about getting the special team rocket license that allowed him to have a pokemon with the catch that he would join them which he agreed so they gave him three choices for a pokemon, a dark type, a Ghost type, or a psychic type Neil picked the ghost type which was Duskull and he set off on his adventure.
